What alternatives to the current council tax system are under consideration by the Welsh Government?

The Welsh Government published the Reforming Local Government Finance in Wales: Summary of Findings earlier this year.  This includes a detailed exploration of ways to improve our existing council tax system and alternative approaches for raising local revenues. The report focusses on our ambitions to create local taxes that are fairer, more progressive and sustainable as important contributions to local government expenditure. The Summary includes a collection of independent research commissioned from organisations such as the Institute for Fiscal Studies, Cardiff University, Bangor University and Sheffield University.

I am considering the options for delivering the commitment made in our Programme for Government to seek ‘to reform council tax to ensure a fairer system for all’, as we build a stronger, greener and fairer Wales.
