What is the limit on the number of campers who can attend a temporary pop-up camping site under the 56-day rule?

Until 3 January 2022, Class A of Part 4A to Schedule 2 of the Town and Country Planning (General Permitted) Development Order 1995 (as amended) provides an additional 28 days for the temporary use of land, in addition to the 28 days historically permitted by Class B of Part 4 to Schedule 2.

The legislation provides for temporary changes to any use, excluding limited specified circumstances. Therefore, whilst the use of land as a campsite is permitted, it is not its sole purpose. These permitted development rights are used to provide a variety of uses including, but not limited to, festivals, fairs, weddings, markets and other leisure uses. They also apply nationally, to land of all sizes in all locations. It is not therefore possible to regulate the potential number of attendees for each temporary use.
