Will the Minister outline how much of the £6.8 billion of additional funding provided by the UK Government since the start of the pandemic has been allocated by the Welsh Government, and how much has been moved into reserves?

The Welsh Government received consequentials of £5.7 billion in 2020-21 and £2.1 billion to date in the financial year 2021-22.

In 2020-21 the Welsh Government was able to carry over up to £660 million into the financial year 2021-22, with the agreement of HM Treasury, due to the late allocation of consequentials.  The Third Supplementary Budget detailed our final reserve levels in 2020-21, with a link to this below:

Allocations in respect of 2021-22 have been made in my recent Draft, Final and First Supplementary Budget of 2021-22.  The total value of these allocations was £1.6 billion and the details are set out in the links as follows:

Since the publication of the first Supplementary Budget I have been assessing further proposals for financial assistance to respond to the ongoing impacts of the pandemic and recovery measures.  I will shortly be updating the Senedd with the details of these proposed additional funding packages.
