Will the Minister explain on what legal grounds the Welsh Government is delaying the reorganisation of primary schools in the Swansea Valley as proposed by Neath Port Talbot Council?

As I referred in my statement in the Siambr, the Welsh Government is pausing the funding decision. It is not pausing the statutory process around the proposal to reorganise primary schools in the Swansea Valley itself.
The funding decision has been paused pending satisfactory completion of a Welsh Language impact assessment, which is a requirement of the funding business case process.
Any funding of business cases is subject to satisfactory completion of the Council’s statutory procedure process.
