Will the Minister state how the eligibility criteria for Arbed am Byth were decided upon, and if any consultation was undertaken?

The area based Warm Homes Programme Arbed Scheme delivers home energy efficiency improvements on an all Wales basis. The primary target is properties with poor energy or thermal efficiency, with an Energy Performance Certificate (EPC) rating of E or lower and in areas where households are most at risk of living in fuel poverty. No formal public consultation was undertaken on the area based element of the Warm Homes Programme. The eligibility criteria was based on research which examined the characteristics of households most at risk of living in a cold home.
