Will the Minister clarify the rules on whether live entertainment and performance of any sort can take place in licensed venues where alcohol is not sold while under alert level 2?

Answered by Minister for Economy | Answered on 09/06/2021

From Monday 7 June, Wales moved into alert level one. This means larger outdoor organised gatherings and events, such as concerts, football matches and sporting activities, like organised running groups, can go ahead for up to 4,000 people standing and 10,000 people seated. All organisers planning events and activities must undertake a full risk assessment and put in place measures to prevent the spread of coronavirus, including social distancing. This applies to outside areas of pubs. A marquee that is open-sided (at least 3 sides or more than 51% open as per the Smoke-Free Premises and Vehicles (Wales) Regulations 2020) are considered and treated as an external environment.

For indoor areas of pubs, the hospitality guidance has been changed to allow live performances to take place. This change is specific to hospitality settings, which are currently permitted to open. The latest guidance is available at: https://www.ukhospitality.org.uk/page/WalesGuidance

The limit for a regulated gathering indoors is for no more than 30 people, excluding those under the age of 11, working or volunteering at the gathering.

We will consider further changes to the regulations on indoor activity later in the month, if public health conditions allow. This includes increasing the numbers for indoor organised gatherings and indoor events.
