Capital allocations to NRW are based on its annual programme which fluctuates from year to year depending on the number of large schemes being brought forward, many of which are delivered over several years. The Welsh Government’s capital flood programme comprises schemes submitted by NRW and Local Authorities which are assessed against different factors to generate a prioritised annual programme. Scheme proposals are prioritised on the latest evidence on risk to communities, previous flooding, value for money as well as the number of properties benefitting from the proposed scheme. As a result, there is some year to year fluctuation in annual capital allocations to NRW and Local Authorities.
