Does the Welsh Government have any proposals for the compulsory microchipping of owned cats to allow more cats to be identified if they are scanned following a road accident?

I have committed to reviewing the Microchipping of Dogs (Wales) Regulations 2015. The review will consider compliance with, and enforcement of, the Regulations, whether more needs to be done to ensure traceability and whether there would be a benefit to extending the Regulations to include other species, including cats.
Due to COVID the microchipping research which is informing the review has been delayed. It has now been extended until the end of November and the findings will be taken forward when resource allows.
