Will the Minister confirm, on the basis of any assessments made by the Welsh Government, the minimum and maximum profit that the company Meridiam can make following their partnership with the Welsh Government in relation to education?
The procurement tested each of the three shortlisted bidders on quality and price in their submissions and Meridiam submitted the most economically advantageous tender in accordance with the Public Contracts Regulations 2015. It is not proportionate to highlight one isolated element of price out of context as it is commercially sensitive information and does not give a holistic picture of how all the price and quality elements together made up the highest scoring and therefore successful tender.
