During the lockdown from Friday 23 October until Monday 9 November 2020, can a university student who lives at home in Wales, but travels to/from their university elsewhere, still travel to university for face to face learning?

Yes. If a Welsh domiciled student attends university in England, it is a reasonable excuse to travel there and this is allowed during the firebreak period, if they are unable to access education online for this period.
