Will the Minister consider allowing individuals who are carers/unpaid carers for the individual they live with to meet indoors with one other household?

I recognise that unpaid carers who live only with the person they care for could feel isolated and in need of support and companionship.

The Welsh Government coronavirus firebreak guidance states that:

You may have compassionate reasons for visiting someone in exceptional circumstances if that person is struggling with restrictions on meeting others generally or they may be suffering from a physical or mental illness. Alternatively they may have suffered a bereavement or be concerned about their general wellbeing or welfare.

However, the carer should think carefully about whether they need to meet with another household during the firebreak, especially if the person they care for would be particularly vulnerable to Covid-19.

The Welsh Government will set out what arrangements will be in place following the fire-break as soon as possible.
