Powers to enforce these regulations lie with the police and local authorities. The police continue to work with communities to explain the regulations, encourage individuals to abide by the rules and educate people about the rationale for the rules. Whilst the focus has been on explaining, encouraging and educating, the police have powers to enforce the regulations and can issue Fixed Penalty Notices to individuals breaching the rules.
