Is there any difference between the reference in the Welsh Government 2016-17 annual accounts to expenditure "with Welsh companies" and the references in the 2017-18 and 2018-19 annual accounts to expenditure "in Wales" with regard to Welsh Government procurement funds as an organisation?

There is no difference between these terms, which have been used interchangeably in the annual account’s reports. The Spend Analysis definition of Spend in Wales (or Spend with Welsh Suppliers) is based on the postcode from the invoice address for suppliers being within the region of Wales.
