Will the First Minister explain the use by the Welsh Government of ministerial cars to transport documents, and how this is consistent with its declaration of a climate emergency?

Official Cars are sometimes used to transport urgent and/or sensitive documents when to do so would facilitate the expeditious discharge of Ministerial responsibility in the public interest. The Welsh Government Official Car service has responded to the declaration of a climate emergency to date with the acquisition of 3 electric vehicles and 1 petrol/electric hybrid vehicle. This commitment to tackling climate change by reducing carbon emissions continues with the phasing out of diesel vehicles. The overall aim is to have converted the entire fleet to electric and hybrid vehicles by 2023.
