Will the Minister explain why a broader reopening of the rail network was not coupled with the relaxation of travel restrictions on the 6 July 2020?

Current advice for public transport in Wales remains that people should use it only for essential journeys, or if they have no other options. This is to ensure the effectiveness of current social distancing measures and to allow space for people whose public transport use is essential.

Travelers have been advised where possible to plan their journey and not travel at peak times, as the acceptable safe capacity of trains has inevitably been reduced. This is the only potential reason passengers would be stopped from boarding a train whether in England or Wales, for the ongoing safety of passengers and staff..

Our long-term priority remains to increase capacity to meet growing demand safely.
