What advice has the Welsh Government received, and when was that advice received, regarding whether asymptomatic and presymptomatic individuals can spread coronavirus?

The Welsh Government is currently responding to a far higher than normal volume of Written Assembly Questions and requests for information from Members, whilst also dealing with a public health emergency.
