In light of the Welsh Government's acceptance of 45 recommendations from the Working Smarter Review, including adopting a risk based and targeted approach to environmental regulation, why has this approach not been adopted with proposals to introduce regulations to tackle agricultural pollution for the whole of Wales?

The Working Smarter Review contains 74 recommendations. Recommendation 45 is ‘A risk based and targeting approach should underpin the application of environmental regulations in Wales’.

The proposal to introduce regulations to tackle agricultural pollution is in line with the recommendation.
