Will the Minister explain why promised obligations on agricultural landlords to repair and replace field drainage and flood banks have been omitted from the Agriculture (Model Clauses for Fixed Equipment) Regulations which come into force on 01 November and will an amending Statutory Instrument be introduced to correct this error?
