Will the Minister state how much funding was allocated to the North Wales Sport Collaborative Partnership in 2018/19 and 2019/20, and confirm whether this has resulted in the expected annual saving of £300,000?
The Community Sport and Activity Programme (CSAP) is a transformational project which will remodel Sport Wales’ approach to supporting the delivery of local sport opportunities. Its aims are to get more people active through sport, with a focus on young people, and people who face the greatest barriers.
Sport Wales were delighted that having gone through an extensive consultation, engagement and expressions of interest process, they received three bids to ‘lead’ Sport North Wales and 13 bids from organisations to play a role as a key partner. North Wales Sport Collaborative Partnership (NWSCP) were chosen as the preferred lead partner and all the organisations who submitted an expressions of interest were acknowledged. The names of those organisations were also shared with NWSCP to allow them to engage with those bodies during the development of their full business case and Sport Wales expects them to do so very soon.
Sport Wales are now entering into the second stage of the procurement process with NWS-CP. The business case, which is expected by the end of March 2020, will include a Strategic Delivery and Outcomes Plan, identifying their priorities to delivering against the required objectives and outcomes outlined in the specification. The details of how the objectives and outcomes will be delivered and who will be responsible for delivering them will be shaped as part of their transition plan and during the transition period.
There are a range of organisations involved in the NWS-CP group including representatives from Local Authority leisure departments, Betsi Cadwaladr University Health Board, Glyndwr University, Regional Housing Associations, Public Health Wales, Disability Sport Wales and Bangor University. Sport Wales report that no funding has yet been awarded to the NWSCP until the business case has been received and fully assessed, and a formal partnership agreement is in place.
