Will the Minister explain why the Campaign for the Protection of Welsh Fisheries was not allowed to view the inspector’s report before the confirmation of the All Wales Salmon and Sea Trout Byelaws, and consider inviting both parties to an inquiry to comment on a report before byelaws are confirmed in the future?
