Given assurances from the Secretary of State for Environment, Food and Rural Affairs that WHO guidelines may be adopted within the UK Government's forthcoming Environment Bill, how will the Welsh Government liaise with DEFRA to ensure areas of Wales which currently exceed these guidelines are able to reduce emissions?
