Will the Minister outline what papers, including any outlining government specific economic modelling, were made available to Ministers during the cabinet meeting where the decision to declare a climate emergency was approved?

Cabinet’s decision to declare a climate emergency was informed by detailed analysis of the Climate Change Committee. Specific budgetary implications will form part of the usual budget making process. The declaration of a climate emergency was intended to trigger a wave of action at home and internationally, from our own communities, businesses and organisations to Parliaments and Governments around the world. The declaration does not dictate the precise actions to be taken by the Welsh Government and others or the costs. We do know the costs of inaction are high.

The Welsh Government continues to build the evidence for our interim targets and carbon budgets informed by UKCCC advice. Our current pathway was set in regulation last December and will be revisited in 2020 in setting a 95% decarbonisation target and setting our third carbon budget.
