Does the Welsh Government have a legislation handbook for preparing subordinate legislation?

Welsh Government officials developed a first version of a legislation handbook for subordinate legislation last year, which has been used internally. This handbook is currently being reviewed and updated, and we will publish the updated version once this work is completed. In addition, the Office of the Legislative Counsel’s Drafting Guidelines, which were last published in 2012, cover the preparation of Statutory Instruments. These Guidelines are also being updated and expanded and will be published in their updated form later this year.
