What financial support, if any, does the Welsh Government (or other associated government bodies such as NRW) making available to households to ensure they are able to comply with the new septic tank regulations?

Owners of Septic tanks are responsible for ensuring they are property maintained and do not cause pollution. Detailed guidance has been published by NRW. No new regulations have been made in Wales.
