Will the Minister provide a breakdown of Welsh Government funding on public and business awareness campaigns about the partial devolution of income tax in the last 12 months, by month and campaign?

The Welsh Government has funded the following campaigns to inform Welsh citizens and promote the partial devolution of income tax:

 

1) My Tax My Wales – October 2018

 

Digital campaign to inform taxpayers living in Wales of the introduction of Welsh rates of income tax in April 2019.  Phase 1 campaign activity was carried out between 3 and 31 October 2018.  #MyTaxMyWales

 

Cost: £12,917 (plus VAT) for all activity across the two phases of this campaign.

 

2) Income Tax in Wales – November and December 2018

 

HMRC issued a letter to 2.013 million taxpayers and customers living in Wales, to inform them about Welsh rates of income tax.  Each letter included a flyer detailing the changes from 6 April 2019.

 

Cost: The cost to the Welsh Government of processing, print, stationary and postage of the letters was £545,469 - this formed part of the overall payment from Welsh Government to HMRC for the implementation of Welsh rates of income tax.  The cost of the flyer was £13,406 plus VAT.

 

3) My Tax My Wales – February and March 2019

 

Digital campaign to inform taxpayers living in Wales of the introduction of Welsh rates of income tax in April 2019.  Phase 2 of the campaign includes additional content.

There were no funded campaigns targeted at businesses in Wales.
