Further to WAQ77984, will the Minister list the reasons why barristers were instructed in 2016/17, 2017/18, and 2018/19 separately?

Barristers are instructed by the lawyers having conduct of the particular matter. Therefore, Welsh Government lawyers will instruct Counsel where the matter is being dealt with in-house. External lawyers (including Government Legal Department) will instruct where the matter has been outsourced. The details of any instructions are protected by Legal Professional Privilege
