What assessment has the First Minister made of the accountability of the Crown Estate to the people and government of Wales?

There is no direct accountability of the Crown Estate to the people and government of Wales. However, the Welsh Government does have a Memorandum of Understanding with the Crown Estate to work together to achieve strategic goals, particularly in the renewables sector. The future of the Crown Estate was considered as part of the Commission on Devolution in Wales published in March 2014. One of the outcomes was a new Memorandum of Understanding signed between the Crown Estate and Natural Resources Wales in 2015, which underlined their commitment to work in partnership to ensure that the natural resources of Wales are sustainably managed in the long term.
