What recent discussions has the Minister had regarding the Kier joint venture with Powys Council - Heart of Wales Property Services - and the freezing of their accounts by local businesses because of a lack of payment?

I have not discussed this matter with Powys County Council as these are contractual matters for them. I have, however, asked my officials to contact Powys County Council who advise us that Heart of Wales Property Services have not been poor payers, and are performing their role effectively for the Council. The Council has indicated that Heart of Wales Property Services’ accounts have not been frozen.
