Will the Cabinet Secretary outline the average rateable value, by Welsh local authority, of businesses which do not benefit from 100 percent rate relief under the Welsh Government's high street rates relief scheme in 2019-20?

Figures for 2019-20 are not yet available. The enhanced £23.6 million High Street and Retail Rates Relief scheme will provide an additional £2,500 of rates relief to all eligible retail properties in 2019-20. An estimated 15,000 retailers with a rateable value of up to £50,000 will benefit from the scheme and rates bills will be reduced to zero for properties with a rateable value of up to £9,100. The detailed criteria for the enhanced scheme will be finalised in the New Year.
