Following the Wales Governance Centre report on self-harm and violence rates within Young Offender Institutions, how is the Welsh Government responding to the high rates of violence and self-harm with HMP Parc?

Responsibility for Young Offender Institutes (YOI) in England and Wales lies with the Youth Custody Service at the Ministry of Justice.  However, the Welsh Government takes the safety of young people in custody very seriously.  I have previously visited HMP Parc and the YOI to see the facilities for myself and have had discussions with Keith Towler, Welsh Member of the Youth Justice Board and Amy Rees, Executive Director of Her Majesty’s Prison and Probation regarding Parc YOI. 

 

In addition to this, I am also developing a new Youth Offending Blueprint, which I hope to publish in December 2018.
