Is the contingent liability associated with the Welsh Government guarantee agreement with Aston Martin included within the ‘other legal and contractual claims’ figure of £115 million as of 31 March 2018, in the contingent liabilities section of the Welsh Government’s consolidated accounts for 2017/2018?
