Further to WAQ77105, will the Cabinet Secretary clarify whether there will be a public consultation on the preferred options for the the A55 Junctions 15 and 16 improvement scheme and an opportunity for the communities affected to reject or accept the options?

Once I have made a decision on the preferred options for Junctions 15 and 16, my officials will arrange public information exhibitions to display and invite comments on the selected options and to explain the next stages of the scheme development. The next stage will involve developing the design in more detail taking into account comments received by stakeholders and the preparation and an Environmental Statement and draft Orders. The Environmental Statement and draft Orders are programmed to be published in the autumn of 2019 and there will be an opportunity at this stage for all stakeholders to support or object the proposals. Depending on the nature of the objections, a Public Local Inquiry may be required where an independent inspector will hear evidence from the any objectors and Welsh Government before making a recommendation to Ministers on whether the scheme should progress onto construction.
