Will parameter 2, 'open to all', which is referred to in 'Brexit and our land', include big businesses, forestry businesses and charities that are currently ineligible for basic payments because of the active farmer rule?

We are consulting on each parameter of the public goods scheme. 
 

The intention behind parameter 2 is to ensure land managers have an opportunity to access the scheme, even if they do not presently manage or own public goods “features”. In particular, we need to ensure the scheme can be accessed by farmers with very different types of land, some of which may be entirely agriculturally-improved.
