Will the Cabinet Secretary confirm whether tenants will have the right to change the nature of their businesses and land use to qualify to receive payment from the new public goods scheme?

The nature of a tenancy is a matter to be determined between the tenant and the land owner. I acknowledge a significant proportion of Welsh agricultural land is subject to some form of tenancy, and we are seeking views within the ‘Brexit and our land’ consultation on whether the Welsh Government needs to take action to ensure tenants can access new schemes.
