Has the Cabinet Secretary determined whether a Clean Air Act is needed after the legislative programme did not include a commitment for a Clean Air Act for Wales?

I am aware that there has been some interest in the development of a Clean Air Act for Wales. We already have access to a wide range of levers to take forward action needed to improve air quality, including planning, infrastructure, legislation, regulation and communication measures. A Clean Air Wales Programme is being established to consider evidence and develop and implement actions required across all Government Departments. If the clean air programme identifies gaps, new legislation will be developed to address this.
