Will the First Minister provide an update regarding discussions between the Welsh Government and the UK Government about the dispute over whether powers over state aid should be devolved, as outlined in the intergovernmental framework analysis document?

The Welsh Government’s position is clear that these powers are devolved, but subject at present to EU rules. Officials from the Welsh Government’s European Transition Team met with officials from the UK Government and other Devolved Administrations last week to discuss post-Brexit state aids arrangements as part of ongoing discussions on withdrawal.

This is part of the programme of discussions of potential common frameworks, under the supervision of the JMC (EN) and will be taken forward over the coming months.
