Will the Cabinet Secretary make a statement on the scrutiny of the role, remit and performance of regional partnership boards, as set up under Part 9 of the Social Services and Well-being (Wales) Act 2014, and outline any assessment he has made of the effectiveness of the current scrutiny arrangements?

A Plan for Health and Social Care sets out that regional partnership boards will be at the heart of how we develop models of integrated health and social care.  The plan also includes a commitment to introduce joint inspection arrangements between Care Inspectorate Wales and Health Inspectorate Wales for regional partnership working.  

The Wales Audit Office is currently undertaking a review of whether the Integrated Care Fund is being used effectively to deliver sustainable services, including in relation to the oversight of regional boards.

Each regional partnership board must prepare an annual report on the extent to which it has met its objectives. These should focus on the ongoing contribution that boards are making to improve people’s well-being outcomes.
