What plans does the Cabinet Secretary have to bring forward guidance on electronic voting in council proceedings in order to improve democratic accountability?

I have no plans to introduce guidance on electronic voting to local authorities.  Under the provisions of the 1972 Local Government Act local authorities, rightly, have discretion over the regulation of their proceeding and business.  The method of voting in council proceedings is a matter for them to decide and implement under their Constitution and Standing Orders which they are able to vary as needed.

 

Many local authorities in Wales already either use electronic voting methods or have the option to do.
