As regards the statement that he made in Plenary on 30 January 2018 about inquiries where people are asked to give evidence confidentially, will the First Minister confirm this means that all witnesses were subject to that requirement in the Permanent Secretary’s inquiry, irrespective of whether they had requested confidentiality?

Yes. As I said on 30 January, it's hugely important that people feel able to come forward to give evidence to those inquiries. If they are not able to have the assurance that they are going to be able to give evidence confidentially, then they will not come forward.
