Will the First Minister explain why permission to use Welsh Government-issued phones to make non-governmental calls is not referred to in the Ministerial Code?

Calls are permitted from Government issued smart phones and due to the nature of the Government’s mobile call contract tariff, there is no additional cost to the Tax-payer. Therefore there is no need for reference to this in the Ministerial code.
