Further to WAQ75334, will the First Minister state who in the Welsh Government should comment on whether a complaint was received from Leighton Andrews in November 2014?

If a complaint was made about a Special Adviser I would expect to be in a position to comment. If a complaint was made about a member of staff other than a Special Adviser, it would be a matter for the Permanent Secretary.
