As regards the Public Services Ombudsman (Wales) Bill’s proposals to take up complaints on behalf of a third party, is the Cabinet Secretary aware of any parameters used to define a person who appears to the Ombudsman to be appropriate to act on behalf of the person aggrieved under section 7?
