Given his failure to answer the question in FMQs today, will the First Minister confirm that if cabinet secretaries are asked to give evidence to any independent inquiry, they will be allowed to do so freely and that cabinet collective responsibility will not be enforced?

My statement of 23 November made clear that it is for the Independent Adviser to determine the scope, format and conduct of any inquiry.
