What provisions has the government made to ensure that planning authorities do not mistakenly grant Part A structural safety consent to walls built without foundations and wall ties?
Part A (Structure) of Schedule 1 to the Building Regulations 2010 sets out the applicable requirements in relation to structural stability. Welsh Ministers set the policy framework, and provide practical guidance on the more common methods of meeting the requirements of Part A through Approved Document A (Structure), however, the responsibility to enforce the Building Regulations is with the Local Authority in their area.
The primary responsibility for achieving compliance with Building Regulations rests with the person carrying out the building work, and the role of Local Authority Building Control officers includes assessment of building work to check compliance with the regulations.
