Will the Cabinet Secretary commit to a review of the multiplier for business rates in Wales?

I am committed to making changes to the local government finance system as a whole to support the wider reform of local government. This provides an opportunity to consider longer term changes to non-domestic rates in Wales, including the operation of the multiplier which is governed by primary legislation.
