Will the Minister elaborate on the circumstances of the Welsh Government procurement process which led to the 'fruitless payment' of £1. 25 million referred to in the Consolidated Accounts Annual Reports for 2015-16, and the resultant legal challenge?

Following a procurement process, which was subject to the EU Public Procurement Directive, the Welsh Government issued a notice of its intention to award a contract. Legal proceedings were issued by an unsuccessful bidder challenging the award decision. Following mediation, a settlement was reached.
