Does the Flood and Water Management Act 2010, which came into force in 2015 apply only to tenancies commencing on or after 1 January 2015?

The Water Industry (Undertakers Wholly or Mainly in Wales) (Information about Non-owner Occupiers) Regulations 2014, apply to all tenancies including those which commenced before 1 January 2015, and places a requirement on owners to register all their tenants' details with the water company from 1 January 2015.
