This Senedd:
1. Notes that there are many NHS Trusts in England serving populations of greater than a million people directly, and well over Wales's population for tertiary care.
2. Notes that there is a significant discrepancy in waiting times between different health boards.
3. Notes that care across health board boundaries is disjointed and delayed.
4. Notes that duplication of management structures across health boards is inefficient.
5. Believes that the best outcomes for patients in Wales would be to abolish health board boundaries and streamline management structures using a three-region and all-Wales approach by pooling resources into more efficient Centres of Excellence.
