National Assembly for Wales

This Senedd:

1. Notes the findings of the RSPCA’s 2023 Kindness Index which demonstrates the Welsh public’s varying understanding of animal sentience.
2. Acknowledges that a lack of understanding of sentience could be contributing towards animal cruelty in Wales.
3. Believes opportunities provided by the new curriculum could be maximised by covering animal sentience in schools under a relevant area of learning and experience.
4. Feels recognising sentience is much-needed against the backdrop of a cost-of-living crisis contributing to a rise in animal abandonments.
5. Calls on the Welsh Government to enshrine animal sentience in Welsh law.
