OPIN-2023-0329 Ban the forced installation of prepay meters (e) Tabled on 20/01/2023

This Senedd:
1. Notes:
a) that prepay meter users pay more for energy;
b) that increasing numbers of residents are being forcibly switched to prepay meters during the cost-of-living crisis;
c) that prepay customers are made up of disproportionately poorer residents.
2. Is concerned:
a) that courts are batch approving warrants to install prepay meters, with one example of 496 warrants being approved in four minutes;
b) that of the 500,000 warrants applied for only 72 were turned down.
3. Believes that courts and suppliers are approving prepay meters without the proper checks.
4. Calls on the UK Government and Ofgem to ban the forced installation of prepay meters.
